18 October 2010, New Delhi — The Department of Personnel & Training, Ministry of Personnel, Public Grievances and Pensions, has today announced pattern and syllabus for Civil Services Prelims Examination 2011. This was earlier expected to be called as Civil Services Aptitude Test 2011.

There will be no optional paper in the Civil Services Preliminary Examination.
There will be two compulsory papers.
Both the compulsory papers will be of 200 marks.
Both the compulsory papers will be of 2 hours duration.

The syllabus and pattern of the Preliminary Examination would be as under :

Civil Services Preliminary Examination - Paper I
Maximum marks : 200
Total time : Two hours

Syllabus
1. Current events of national and international importance
2. History of India and Indian national movement
3. Indian and World Geography – physical, social, economic geography of India and the world
4. Indian Polity and governance – Constitution, political system, Panchayati Raj, public policy, Rights issues, etc.
5. Economic and social development – sustainable development, poverty, inclusion, demographics, social sector initiatives etc.
6. General issues on environmental ecology, bio-diversity and climate change - that do not require subject specialization
7. General Science
Civil Services Preliminary Examination - Paper II
Maximum marks : 200
Total time : Two hours

Syllabus
1. Comprehension
2. Interpersonal skills including communication skills
3. Logical reasoning and analytical ability
4. Decision making and problem solving
5. General mental ability
6. Basic numeracy (numbers and their relations, orders of magnitude etc. – Class X level), Data interpretation (charts, graphs, tables, data sufficiency etc. – Class X level)
7. English language comprehension skills (Class X level)

How to Prepare and Write Good Essay and Score More

In Civil Services (Mains) Examination, Essay is compulsory and important paper. The paper is of 200 marks paper requiring one to write one essay in 3 hrs. It is usually on 2nd day of GS mains paper with compulsory English paper in the evening.

ESSAY is an important part of mains especially since a difference of 30 marks can be decisive in one getting interview call or for the final rank, which may affect service you get. Let us first analyze the words given in notification/syllabus for the essay (most dependable place to get direction for writing essay):-
  • One is expected TO KEEP CLOSELY TO THE SUBJECT of the essay (focus should not be lost)
  • To ARRANGE YOUR IDEAS IN ORDERLY FASHION (see the emphasis here is on your own ideas n order in presentation)
  • Pay special attention to candidate's GRASP OF HIS MATERIAL, RELEVANCE TO THE SUBJECT CHOSEN (grasp means clarity of thought and obviously the material should be relevant to the topic chosen, and then only should be included in the essay)
  • ABILITY TO THINK CONSTRUCTIVELY (having an optimistic orientation, especially while giving innovative solutions to the problem being discussed towards the end of essay....)
    To present one's ideas CONCISELY, LOGICALLY AND EFFECTIVELY. (Very important point is here. Logically means idea should be logically analyzed, sentences connected logically and paragraphs also have a logical connection so a flow in essay may be there. Effectively means the idea should be communicated to the examiner in the manner you have interpreted it and should be convincing)
    Credit will be given for EFFECTIVE AND EXACT EXPRESSION. (Thus, not only the ideas are important but the way they are presented is equally important)

Some suggestions
  • -selection of topic is important. Usually we used to prepare on themes (more generalized than topics-like education, gender issues, science and tech) but last years paper shows that unexpected topics may turn up.
  • -write MULTIPLE DIMENSIONS, consider the essay topic at BROADEST LEVEL (e.g. in essay on education, everyone will mention functional literacy. Why not write about legal literacy (knowledge about one's rights) or financial literacy (managing savings through bank account and role of NREGA to provide financial literacy to rural people as it gives payments only  through a bank account)
  • -most of us must be making a BLUEPRINT before writing the essay proper where we jot down points and then decide which should b written first, which one next so that a flow is there in the essay. we can easily give around 35-40 minutes for same and utilize remaining time to write essay in about 1200 words (though officially no word limit has been prescribed, but 1200 is considered good enough to write quality essay and manage time for blueprint also)
  • -a good essay has 3 parts-INTRODUCTION, BODY and CONCLUSION. Basically, the debating of topic happens in body but innovative solutions and suggestions can be given in conclusion. Conclusion should portray hope and vision.
  • -content in the essay should have analysis, insights etc.
  • -don’t start with quotations, I believe an innovative and currents related introduction will be best. E.g.: The essay I wrote in mains had first line as health is the central focus of inclusive growth. This had focus on topic-health n innovation in form of connecting it to the inclusive growth. This also gave it a contemporary touch.
  • -for body, interlinking the requirement of your essay with knowledge of GS, both optionals, magazines like The Hindu and your own opinion will help. I used knowledge of sociology optional extensively in the essay but without giving any technical details like thinker’s names or sociological jargon.

General Guidelines:
The nature and standard of questions in the General Studies papers will be such that a well-educated person will be able to answer them without any specialized study. The questions will be such as to test a candidate’s general awareness of a variety of subjects, which will have relevance for a career in Civil Services. The questions are likely to test the candidate’s basic understanding of all relevant issues, and ability to analyze, and take a view on conflicting socio-economic goals, objectives and demands. The candidates must give relevant, meaningful and succinct answers. 


General Studies Paper - I
1. History of Modern India and Indian Culture
The History of Modern India will cover history of the Country from about the middle of nineteenth century and would also include questions on important personalities who shaped the freedom movement and social reforms. The part relating to Indian culture will cover all aspects of Indian culture from the ancient to modern times as well as principal features of literature, arts and architecture.

2. Geography of India
In this part, questions will be on the physical, economic and social geography of India.

3. Constitution of India and Indian Polity
This part will include questions on the Constitution of India as well as all constitutional, legal, administrative and other issues emerging from the politico-administrative system prevalent in the country.

4. Current National Issues and Topics of Social Relevance
This part is intended to test the candidate's awareness of current national issues and topics of social relevance in present-day India, such as the following: (i) The Indian economy and issues relating to planning, mobilization of resources, growth, development and employment. (ii) Issues arising from the social and economic exclusion of large sections from the benefits of development. (iii) Other issues relating to the development and management of human resource. (iv) Health issues including the management of Public Health, Health education and ethical concerns regarding health-care, medical research and pharmaceuticals. (v) Law enforcement, internal security and related issues such as the preservation of communal harmony. (vi) Issues relating to good governance and accountability to the citizens including the maintenance of human rights, and of probity in public life. (vii) Environmental issues, ecological preservation, conservation of natural resources and national heritage.

General Studies Paper – II
1. India and the World
This part will include questions to test candidate's awareness of India's relationship with the world in various spheres such as the following:-
• Foreign Affairs with special emphasis on India’s relations with neighbouring countries and in the region.
• Security and defence related matters.
• Nuclear policy, issues, and conflicts.
• The Indian Diaspora and its contribution to India and the world.

2. India’s Economic Interaction with the World
In this part, questions will be on economic and trade issues such as foreign trade, foreign investment; economic and diplomacy issues relating to oil, gas and energy flows; the role and functions of I.M.F., World Bank, W.T.O., WIPO etc. which influence India’s economic interaction with other countries and international institutions.

3. Developments in the Field of Science & Technology, IT and space
In this part, questions will test the candidate's awareness of the developments in the field of science and technology, information technology, space and basic ideas about computers, robotics, nanotechnology, biotechnology and related issues regarding intellectual property rights.

4. International Affairs and Institutions
This part will include questions on important events in world affairs and on international institutions.

5. Statistical analysis, graphs and diagrams
This part will test the candidate's ability to draw conclusions from information presented in statistical, graphical or diagrammatical form and to interpret them.

General Mental Ability

Questions on General Science will cover general appreciation and understanding of science including matters of everyday observation and experience, as may be expected of a well educated person who has not made a special study of any particular scientific discipline.

In current events, knowledge of significant national and international events will be tested.

In History of India, emphasis will be on broad general understanding of the subject in its social, economic and political aspects.

Questions on the Indian National Movement will relate to the nature and character of the nineteenth century resurgence, growth of nationalism and attainment of Independence.

In Geography, emphasis will be on Geography of India. Questions on the Geography of India will relate to physical, social and economic Geography of the country, including the main features of Indian agricultural and natural resources.

Questions on Indian Polity and Economy will test knowledge of the country’s political system and Constitution of India, Panchayati Raj, Social Systems and economic developments in India.

On general mental ability, the candidates will be tested on reasoning and analytical abilities.

Civil Services Aptitude Test (CSAT) : New Examination Pattern from Year 2011

From 2011 onwards there will be change in the pattern of the Civil Services (Preliminary) Examination as aspirants will be tested with a Civil Services Aptitude Test (CSAT). CSAT focuses on analytical abilities of aspirants rather than the ability to memorise.Students would have to give two objective-type papers that have emphasis on testing their "aptitude for civil services" and "ethical and moral dimension of decision-making". These two papers will have equal weightage and will be common to all candidates and will replace the current common paper -- General Studies -- and the optional paper.

Civil Services Aptitude Test (CSAT) Pattern (not yet finalized / speculative)
Civil Services (Preliminary) Examination will be known as Civil Services Aptitude Test (CSAT)
PAPER I (Compulsory): 150 marks - Aptitude Test for testing the candidates from moral and ethical dimension.
PAPER II (Compulsory): 150 marks - Similar to present General Studies to test the conventional, un-conventional and current affairs knowledge of candidate.
CSAT FAQ:
1. So will the optional subject be done away with?
As of now the Civil Services Prelims exams will not have optional subjects but two common papers for all candidates.

2. Will the IAS mains pattern also change?
No decision in this regard has been taken so far by UPSC. But the mains pattern will also be changed drastically sooner than later.

3. Will the number of attempts remain the same?
Although the UPSC favors reducing the maximum number of attempts for the IAS exams, the final decision will be taken by the central government. So this is a political question and will depend on the will of reformers within the government to push for lowering the attempt limit against stiff resistance from certain quarters.

4. Will the upper age limit be reduced?
This was also recommended by the second ARC and PC Hota committee and the UPSC favors reduction in the age limit but again a political decision and any reduction will see large scale student protests as witnessed in Andhra Pradesh recently.

5. Any tips?
Have a back up, be ready for any eventuality and prepare for the current attempt like it’s your last one and look to clear the civils this year itself.
